After the 17 th All India Conference, held at Saharanpur (U.P.) this year, it's my Ist interaction with you all through this circular & hope you will get it in a healthy way !
17th A.I.C. - When We Met
As all of you know, XVII th All India Conference of A.I.A.P.S. (G.L.) was successfully organized at Saharanpur (U.P.) from 10-04-2011 to 12-04-2011 under the Chairmanship of Sh. R. Brindavanakanan, (A.I.President ) Supervisor, Anna Road H.O. Chennai-2.
Sh.Jagadish Rana, Hon'ble Member of Parliament & Sh. Sanjay Garg, Hon'ble Minister, Govt. of U.P. have graced the open session held on 10-4-2011 with their valuable presence. Sh. K.Kanniappan, former General Secertary, Sh. M.I.Khan, former A.I.President & Sh.K. Sarvothaman, former A.G.S. have also graced the occasion with their valuable guidence. I want to thank the Saharanpur Reception Committee as well as U.P.circle unit of association for a memorable function and comfort, they have managed for our delegates & respected guests attended AIC from different parts of the country.
Directorate's Recognition
Postal Department has recognized the fresh central body elected in the 17th A.I.C.and a list of fresh office bearers of All India Association of Postal Supervisors (G.L.) duly approved by Directorate, has so been circulated vide Letter No.17-08 / 2005-SR Dated 18 May 2011 by the SR section under the signature of Sh. Subhash Chander, Dierctor SR & Legel, Deptt. of Posts, Dak Bhawan, New Delhi to all Heads of the Circle,PMGs,Directors & other concerns.
Now, The Sky is CLEAR
After Recognizing the fresh election of CHQ office bearers & extending the Trade Union Facilities to the newly elected body of All India Association of Postal Supervisors (G.L.), there is NOTHING to say. Each and every point of doubt raised by rivals about our existence, has removed so far. It's very clear that whenever our newly elected central committee has been recognized by the Department, than recognition to any Circle or Divisional unit CAN NOT be STOPPED in due course. Another fact about the propaganda beeing made by the rival unions is that- maximum of the new CHQ office bearers are the members of this association after 1997. Because, department knows very well about the basic facts of our court case pending with the Hono'ble High Court. And, this is a trade union, not any immovable property where meaning of maintain the status may be 'not to make any change in original structure'.So,in this association, the democratic process of regular elections & enrolment of new members as per the provisions of it's constitution,can not be stopped at any level. It must be clear to all concerns, and even if any problem is beeing created with any unit of this association, may be reported to me with all findings-n-facts in time.
Deduction of Subscription
In some units of Uttar Pradesh circle (as. Saharanpur, Bijnor & Barabanki Dn.) deduction of subscription from the salary of members as well as call for periodical meetings with divisional heads were stopped, taking the wrong cognizance of the department's letter dated 03-03-2010. This action was quite illegal. A.I.A.P.S.(GL) is a centraly recognized association and deduction of subscription from the salary of it's members can not be stopped. Postal Directorate has again cleared the fact in it's letter no.13/01/2010-SR dated 03 Dec 2010 a/t C.P.M.G. U.P. circle that- membership subscription of the association is not to be stopped, by taking cognizance of the letter dated 03-03-2010. A copy of the said letter is also sent harewith for ready reference and to represent the concern offices, when & where such type of problems are being created by Divisional / Regional / Circle Heads.
Financial Position:Remittance of Quota Money
As all of you know very well that Strength, Unity & Funds are the three basic factors for a strong organisation. Unfortunately, no way to say about weak financial position of this association.Even after many earnest appeals to remit donation and quota-money to CHQ, most of the units all over the country are still defaulters.It's very shamful for all of us. How you people can imagine that without financial support, this association can fight for you & how CHQ will run smoothly ? So,I again request to all of you, kindly remit regular quota-money to CHQ as well as maximum amount of special donation time to time.
Any Circle/ Divisional unit or CHQ member (on behalf of their units) not remitting regular quota-money to CHQ, will be treated as De-funct and no CHQ support will be offered to such units in future. It must be noted, please.
CHQ Office: Now,I am in DELHI
As I promised in A.I.C,for my full dedication to this association and for working more efficiently, I have granted foreign service deputation and after all, now I am in Delhi. Department has already provided an accomodation on the 4th floor of SRT Nagar post office building, opposite Meghdoot Bhawan ( Delhi CPMG Office) for the purpose of Association's CHQ Office. This place is on the walking distance from Jhande-walan Metro Station & is situated in the heart of the city. This space wants proper maintenance as there is no furniture or other office / household items. Now I'm trying to maintain it. All of you are most welcome at association's CHQ Office.
Now again, I most humbly thanks you all in earnest for the trust reposed in me & shall try to do my very best to justify the position bestowed on me.
