AIAPS(GL) suggestions for Revision/Amendment in Recruitment Rules for the post of Postal Service Group ‘B’ and Sr. Postmaster cadre-

         A kind reference is invited for the above reference, and vide above reference it is directed to submit the comments from the stake holders if any for the above said subject recruitment rules within 30 days.

        I would like to bring the following few analytical information for your benign consideration and early favorable orders please.

Till 4th CPC, IP line and supervisory line was equally treated and nourished but after that general supervisory officials are given with very meager PSS group B /Postmaster Group B promotional opportunities.

        In this juncture, general line supervisors – PSS Group B promotional quota was further reduced from 6% to 3% which added salt to the wounds of General line supervisors.

        Postmaster cadre is also given with just 25% Sr.PM 28 number of posts, and remaining 75% posts are now directed to be filled by the competitive examinations from the IP cadre along with PM cadre by the 7th CPC para number 11.8.18.

        Those Sr.PM posts are in the Postmaster cadre hierarchy and in no way IP/ASP officials can claim the Sr. Postmaster posts. But they are allotted with 75% Sr. PM Posts to them. In the same way 75% of PSS Group B posts may also kindly be allotted to 5 years experienced selection Grade supervisors and Postmaster cadre officials along with IP line. Whether Administrative line/Supervisory line? - Intellectual and charm youngsters may kindly be opt this exam and be equally nourished.

        I humbly submit the Comparative study between the Supervisory line and IP/ASP line number of posts and their promotional opportunities at our department.

Among 4 IPs one IP is getting PSS Group B promotion and they are having more than sufficient promotional opportunities.

Whereas among 694 supervisors, 1 supervisor is getting PSS Group B promotion. Remaining 693 supervisors future is in drench and they are stagnated in their career very badly.

Because of the above justified facts and data, while implement the proposed PSS Group B recruitments rules and 7th CPC guidelines for Sr. Postmaster post filling, the following necessary modification may kindly be done with the relevant recruitment rules of PSS Group B and Sr. Postmaster cadre.

1.           75% Postmaster cadre hierarchy posts are allotted to Administrative hierarchy to boost them. In the same way to boost the Supervisory line 75% PSS Group B posts also may kindly be allotted to Selection grade and Postmaster cadre supervisory officials along with IP/ASP line. 25% PSS Group B posts may kindly be filled with IP/ASP officials through seniority cum fitness. Remaining 75% of posts may kindly be with LDCE from the eligible IP/ASP officials along with General line LSG/Postmaster cadre officials completed 5 years experience in that cadre.

2.           25% Sr. Postmaster cadre posts may kindly be filled with Postmaster Grade III officials completed 2 years experience and remaining 75% Sr. Postmaster posts may kindly given to LDCE to Supervisory cadre along with IP/ASP cadre. Intellectual can opt this exam and both will be equally nourished.

To remove the bottle neck in promotions and to avoid the stagnation in any supervisory/IP/ASP line above modification is very very vital and this association is requesting the hon’ble DG sir to accept the above suggestion for the steady growth of our department by nourishing the supervisory and administrative line equally with equal opportunities.

        A kind reference is invited to the above references and vide reference 1, Group-C cadre Postal wing cadre restructure order is released and LSG/HSG-II/HSG-I/HSG-I(NFG) posts are enhanced for general line.

Vide reference 2, it is assured that after implementation of cadre restructure in group-C, Postmaster cadre related cadre restructure also would have been examined in the light of the same.

At present promotional opportunities and number of Posts to Postmaster Grade II/Grade III/Sr.PM is very meager, recently promoted Postmaster Cadre officials are in drench to get their next stage of promotion in the postmaster hierarchy because of acute stagnation.

To get rid of that stagnation issues, Group C, cadre restructure was implemented and after cadre restructure norm based LSG posts along with ‘A’ class SPM posts are elevated as HSG-II and in the same way as per the Postmaster cadre recruitment rules, 1/3 of HSG-II/HSG-I/HSG-I(NFG) posts should be allotted to the Postmaster cadre in the following manner.

Cadre Restructuring of Group ’C’ employees in Department of Posts.

D.G. Post letter No. 25-04/2012-PE-I dated 27th May, 2016.

            The Cadre Restructuring of Group-C  employees of Department of Posts has been undertaken in consultation with Department of Expenditure , Ministry of Finance in pursuance of the approval concurrence of the Department  of Expenditure  vide ID No. 2(45)E.III Desk/2015 dated 12th May,2016 , a list at distribution of the posts containing the existing and revised posts  of Postal Assistants, Lower Selection  Grade, Higher Selection  Grade II & I and also a few HSG-I (Non-Functional Grade) is enclosed for implementation with the  following  instructions:

a)         The post of SPMs in Single  Handed  and Double Handed Post Offices  to the cadre of LSG posts (GP Rs.2800) shown in the  annexure now allotted to the Circle , will be placed in the Grade  Pay of Rs.2800/- in the Pay Band-I..

b)         The post of SPMs in Triple Handed Post Offices, in the extent of HSG-II  posts (GP4200) shown the annexure  now allotted  to the Circle and all other existing norms based LSG Posts in Post offices  will be placed in the Grade Pay of Rs.4200- in the Pay  Band-II. In no case, the total number of HSG-II posts shall exceed the number of posts allotted to the Circle.

C)        Existing  posts in HSG-II to the extent  of posts  now allotted  and shown in the annexure , will  be placed in the  Grade Pay of Rs.4600/- in the Pay  Band-II along with the existing  HSG-I Posts . Remaining HSG-II posts if any shall remain in the GP of Rs.4200 only. In no case, the total number of HSG-I posts shall exceed the number of posts allotted in the Circle.

d)         The Cadre Restructuring of these posts  are only in respect of the  posts from Postal Side  other  than the posts of RMS ., Circle and Regional Offices and SBCO Wings.

e)         If the revised number of posts is in excess of the existing strength of a particular grade the difference will be deemed as  newly sanctioned posts in that grade . Similarly, if the revised number of posts is in  a grade is less than the existing strength the number of posts equal to the difference  will be treated as having been  abolished in that grade.

 f)         The vacancies arising out of the restructuring will be filled up only from the amongst the official who fulfill the eligibility criteria  laid down in the recruitment rules  for the post.

g)         The new HSG-I (Non Functional  Grade)  with the grade  pay of Rs.4800/- is only  for those  who  are  senior  most  and completed  not less than a minimum service of 2 years  in HSG-I  subject to the  number of posts specified  for the Circle  in HSG-I (Non Functional  Grade) (for example  the number of NFG officials in AP Circle should never  exceed (17) after following usual procedure of non functional upgradation(s).

2.         These instructions will be effective from the date of issue of the orders. The actual benefit would however be admissible to the eligible officials from the date of actual promotion.

3.         Receipt of the order may be acknowledged. Immediate action initiated and compliance report sent at the earliest.

Dear Friends,


As per the programme ,Today in Dak Bhawan there was an Important Meeting took place to discuss the impacts of Recomondations of 7th CPC.


I have put the Demands and Suggestions before the Postal Service Board very Strongly and with a positive logical fullfilment.


THE GOOD NEWS IS THAT SECRETARY(POSTS) AND ENTIRE POSTAL SERVICE BOARD SHOWED THEIR POSITIVENESS AND AGREED TO TAKE-UP THE MATTER WITH MINISTERY TO UPGRADE THE GP OF POSTMASTER CADRE AS WELL AS SR. POST MASTER LIKE GROUP'B'

THE FOLLOWING POINTS ARE DISCUSSED POSITIVELY IN THE MEETING:------


With reference to 7th CPC report, this is to bring to your kind notice that 7th CPC has ignored
completely the newly created Postmaster Cadre and LSG/HSG supervisory structure in operative 
side. It is to intimate that IPO and LSG cadre official were in the same pay structure during the 4th 
CPC. Though the recruitment procedure changed to one cadre the duties and responsibilities of 
Postmaster/Supervisor have enormously increased with introduction of computerisation in the post 
offices. It is felt by the cadre that neither department, nor CPC has taken any consideration for the 
changes being made in the department.


Though the department has agreed for cadre restructuring after the 6th CPC, the
recommendations agreed and approved by unions/associations have remained in liquid state till
date and no action has been initiated in this direction before 7th CPC, neither the department, nor 
7th CPC has recommended any revision of pay structure for Postmaster Cadre/LSG-HSG
Supervisors.


The 7th CPC has recommended 5400 grade pay to Group B cadre and forgot to note
that the Sr. Postmaster also belongs to Group B and his/her grade pay also must be fixed at
5400 instead of 4800.

In a broad sense, the officials wait for the CPCs to project their issues to Government
through departments to improve their pay structures/promotions with respect to the change of work 
brought in the departments during the previous CPC to present CPC. Though the Department of 
posts has increased and introduced many products and changed the savings bank structure for 
last 20 years, no improvement has been brought in the promotion and pay structure in the operative 
side. 

The operative staff have felt that some changes would definitely come in the post offices with the introduction of Postmaster Cadre in their promotions and pay structure. The Postmaster Cadre has definitely improved and uplifted the post offices when compared before the introduction of the cadre and failed to gain anything to project their achievements due to lack of interest in the cadre in the existing unions.

This association feels that this is the only department where there is no differentiation has
been made between the previous cadre to promotion cadre in the pay structure but increases the responsibilities enormously for the officials and, hence, lot of promotions have been denied by the officials and posts remained vacant for years and officials are not willing to take-up the promotion position due to lack of charm in occupying the promoted post.

This association salutes to the person who has thought of introducing the Postmaster
Cadre to fill up atleast 1/3rd of Postmaster posts through direct examination to improve the post offices and promotion avenues to Postal Assistants. It is requested to continue the same spirit and grow up the brain child, postmaster cadre of department and request the following grade pay structure to postmasters/supervisors to uplift the morality in the officials:

With reference to 7th CPC report, this Association has to submit to your kind notice some of
the logical and scientifical demands for LSG-HSG and Post Master cadre:-


1. We already demanded Rs26000 minimum pay as per akroyd formula and it was rejected
by the 7th CPC. As a result the 6th CPC pay itself is higher than 7th CPC recommended pay after due 
deductions. So Minimum pay should be fixed atleast Rs 21000/- To derive that from the pay 
Rs7000/- to 21000 fitment formula need to be changed 3. Every employee should be allowed to 
multiply with the fitment formula 3.


2. Vide para 11.22.42 of 7th CPC, CISF, SSB, CRPF, CPMF cadres are working on
Saturdays and Sundays throughout the year either by compensated with 2 months extra pay or by 60 
days extra EL per year plus 7 days extra CL. But our postal operative officials are working on 
Saturdays throughout the year without any compensation. It is not at all reflected in any Para of 
the 7th CPC report and it may kindly be stressed hard while demand extra pay than any other cadres.
When other cadres are compensated for working weekends, we are working 52 extra days per year 
without any compensation.

. Postmaster /LSG cadres are one among the severely victimized cadre by the
recommendations of 7th CPC. But no other recognized unions have objected the same till now and 
didn’t raise their voice for PM/LSG cadres. Till 4th CPC IP/LSG officials were at same pay scale, LSG/ 
PM cadre exam syllabus also almost same but partiality is being maintained till now from 5th CPC. 
LSG/PM cadre officials are also acting as disciplinary/ sub appointing authorities like IP cadre in 
many offices. We are working 52 days extra per year than IP too. By mentioning above and by 
merging Postmaster Grade I/II and LSG/HSG II, G.P Rs4600/- may kindly be fixed for LSG/PM 
Grade officials.


4. As like yearly 3% increment, for promotion also just 3% increment was fixed. As
a result no one shall opt promotion here after; entire machinery of Government sector shall
be paralyzed. Simply young talents shall remain silent without indenting for promotion by getting 
yearly increments resulting huge loss for the department. To differentiate from the yearly increment, 
for promotions 2 increments or minimum Rs5000 hike may kindly be given and be placed with next 
level of Pay matrix.


5. 7th CPC allowed postmaster cadre officials to participate in the 75% of LDCE Sr.PM
posts along with IP cadre. But to maintain the operative/ administrative hierarchy, all the operative 
Sr.PM posts shall be given to Postmaster/LSG cadre. As like PS Group B exam 5 yrs LSG/PM 
cadre officials should be allowed to appear Sr.PM exams. Operative staffs may kindly be dealt with 
operative cadre and administrative staffs may kindly be dealt with administrative cadre.


6. Due to higher responsibilities and duties of supervisory cadre, than operative
cadre, supervisors MACP I/II/III should be upgraded in 8/16/24 years of service respectively. 


7. Because of the risks with New Pension Scheme only, it is not extended to Defense
soldiers and MP/MLAs. So other government employees are also not ready to take those risks. So 
New pension scheme should be abolished and old statutory pension scheme should again be extended 
to all.


8. 7th CPC doesn’t say anything about financial/supervisory powers of LSG/PM cadres.
So financial powers upto Rs1000 may kindly be fixed. Sub appointing and disciplinary authority 
powers may kindly be restored with all LSG units and Postmaster cadre offices.


9. For Health group insurance, premium amount may kindly be fixed at par with reputed
health insurance provider-premium amount for cash less treatment to the CG employees and
their dependents.

7th CPC Recommendation
    Suggestion by AIAPS 
Commission has included Postal Assistant (PA) in existing hierarchy of Postmaster Cadre as per para no. 11.08.16
Which is totally erroneous as hierarchy of Postal Assistant is already mentioned in para no. 11.08.22
While mentioning  the method of filling of Postmaster Cadre Grade II, III & Sr. Postmaster, it is mentioned postman.

A huge typographical mistake by written as Postman instead of Postmaster
Commission has mentioned the method of filling of Postmaster Grade II & III by LDCE (Limited Departmental Competitive Exam).
While as per recruitment rules method of filling is as under.
Senior Postmaster-
25 percent from Postmaster Gr.III with 2 years’ experience by DPC.
75 percent LDCE from IPOs with 6 years’ experience.
Post Master Gr.III-
100% Promotion through DPC
Post Master Gr.II-
100% Promotion through DPC
Post Master Gr.I-
LDCE from PAs with 5 years’ experience.
Commission recommends permission to Postmaster Grade II & III to appear for LDCE along with Inspector (Posts) for the balance 75 percent of the Senior Postmasters’ posts
It is injustice for Postmaster Grade II & III that they have to compete with Inspector of Posts for Sr. Postmaster (Group B) Cadre, but for filling of 75 percent posts of Superintendent (Posts) Postmaster Gr.II & III cannot appear LDCE along with Inspector (Posts). It is requested either give permission to Postmaster Gr II & III to appear in LDCE for the post of superintendent (post) or remove Inspector (Posts) at the time of filling of 75 percent posts of Sr. Postmaster by LDCE.

Commission has upgraded the post of Superintendent from GP 4800 to GP 5400 as per para no. 11.8.21 while its parallel post of Sr. Postmaster remains same.
It is recommended that the grade pay of Sr. Postmaster must be upgraded to 5400 instead of 4800. Simultaneously grade pay of Postmaster Gr.III upgraded to 4800 instead of 4600, grade pay of Postmaster Gr.II upgrade to 4600 instead of 4200 & grade pay of Postmaster Gr.I upgraded to 4200 instead of 2800.
As per para no. 11.8.19 of 7th CPC report the post of Inspector of Posts are filled by LDCE from Postal Assistant (5 years of qualifying service as per recruitment rules. While the Postmaster Gr.I & II the higher posts of postal assistant could not appear in LDCE for the post of Inspector (Posts).
It is truly recommended to give permission to Postmaster Gr.I to appear in LDCE for the post of Inspector (Posts) or upgrade the Grade Pay of Postmaster Gr.I to 4600 similar with Inspector(Posts) as per 7th CPC.



Postmaster cadre was introduced with a view to fight future challenges in operational level of department of posts mentioned in para no.2 of letter no. 4-17/2008-SPB-II dated 22.11.2010. If above mentioned requests will not be approved, the whole postmaster cadre will be demoralized & disappointing.
