DEMANDS of SUPERVISORS

A Charter of Demands sent by : Mr.J.P.Singh, SPM Joginder Nagar ( H.P.) Separate Pay Scales for LSG, HSG-II and HSG-I As all the PA’s are getting pay scales of LSG and HSG-II on promotion under OTBP and BCR and after the incorporation of III ACP system they will even get the Scale of HSG-I after completion of 30 years of service. Hence, SEPARATE pay scales for LSG, HSG-II and HSG-I is MUST depending upon their higher responsibilities and expansion of service area from Division level to Circle Level. No reservation for IPO / ASPO in HSG-I As prior to year 2000 HSG-I cadre was higher than ASPO cadre and ASPO officials were required to be promoted in HSG-I cadre before promotion to group “B”. As now, there is no such requirement and ASPO cadre is higher to HSG-I. As there is no justification of allotting some HSG-I seats to IPO cadre. Hence, allotment of HSG-I seats to IPO be apposed strongly and all such seats must be allotted to general line officials. Gazetted status to HSG-II and HSG-I officials Prior to year 2000 ASPO cadre was below HSG-I. As the ASPO cadre now enjoys gazetted status, it is regretted to point out that ASPO ( lower scale officials) are getting gazetted status and HSG-I officials are deprived from such privilege. Hence, this must be demanded effectively. Financial Powers to Postmasters As in-charge of the office, the postmaster, faces a large number of problems for the smooth functioning of office related to hardware, software and other basic amenities which requires immediate attention and money due to computerization. The postmaster has to seek permission from Divisional Head even for petty amounts of expenditure. Hence, some financial power for each problem must be given to the postmasters. Officiating pay for performing duties on higher Posts. Now a days officiating pay not allowed to some officials on the pretext that they are not eligible for that higher post. But if an official is ordered to work on a higher post it is the right of that official to get the benefits of that post. ( for example if an LSG official works in HSG-I cadre, he will be deprived of the pay of HSG-I on the pretext that he is not eligible to be promoted in HSG-I ). So if an eligible official is ordered to work on higher post it is the duty of the department to pay the appropriate wages. Mr. DEEPAK SHARMA Dy.Postmaster Amritsar HO Wrote to: General Secretary All India Association of Postal Supervisors (GL) Anomoly items in r/o pay fixation of HSG-I official Respected Comrade I would like to point out anomaly item in r/o fixation of pay of HSG I officials. As per 6th pay commission report and MOF gazette notification (GSR 622 CE) dated 29-08-2008 circulated by Ministry of Communication dated 4-09-2008 Part A Pera NO.43, Entry pay in the Revised pay structure for Direct recruits appointed on or after 01-01-2006 is shown as 17140 /-.Similarly in this report, Fitment tables are shown as Annex I, where in revised Basic pay for Pre revised scale 7450-225-11500 is shown as 18460/- and revised basic Pay for Pre revised 6500-200-10500 with G.P 4200/- shown as 16290/-.As per notification , 2 different fixations of Pay of HSG I official resulting in clear cut case of Anomoly. Secondly it has also been noticed that Divisional Acctt/Acctts branch has fixed the Pay of HSG I official as per their sweet will .In some Divisions HSG I official had been fixed as per fitment table circulated in Notification where as some Divisions had fixed by adding 3% increment at the time of Promotion as fixed w.e.f 01-01-2006.All this is happening due to lack of clear cut instructions. You are therefore requested to take up the matter with Govt.of India for issuing clear cut instructions so that pay of HSG I officials be fixed correctly. Moreover Ist Para is a clear cut case of anomaly and in anomaly committee meeting it should be represented with facts in the interest of employees. VOTE OF THANKS By MANOJ BHARDWAJ, General Secretary ( Elected) on 26 July 2009,Haridwar Honourable president, respacted members of the C.W.C, deligates ,Guests & my collegues ! you have entrusted me with a very stipendous responsibility. My vocebulary is too poor to give full & accurate expression to my deep sense of gratitude to you for the noble gesture & generous favour. However, I most humbly thanks you all in earnest for the trust reposed in me & shall try to do my very best to justify the position bestowed on me, & prove worthy of the trust, placed in me. But this is quite impossible without your cooperation, your guidence & your blessing. Hence, I earnestly seek your fullest cooperation & benign blessing, from you all. I wish to assure you that if we stand togather , united & are well organised, we will be capable of protecting our honour & presitige. This moment, I have completed 10 years of my dedication as Asstt.General Secretary. In July 2000, during Tirupati AIC, I was elected AGS of this association . Today, our supervisors are faced with number of baffling problems which, apart from heavy load of work, include the delicate issue of honour. The post of HSG-I must be conferred with Gazetted status. This will be the primary among my priorities. The VIth pay commission has done grave injustice to our cadre of LSG. Our G.S. registered his aposition to it from his own level. Taking your cooperation for granted, I will take up this issue in all sencerly before the deptt. & ministry concerned. As I came to know that Deptt. is preparing a proposal of creating a sparate cadre of POST MASTERS. This is good news for General line supervisors, through this we can move up the post of Senior Postmaster & Chief Postmaster also. As you are all aware, we are senior people & our number in small. But this is not a matter of concern at all. We are the heads of our families.Depending upon the verying size of our femilies, the number of member in them may be big or small, but the supervisors can not be longe in number. But let us not worry at the smallness of our numerical strangth. We must rather be well organised & strangthen the organisation. For the protection of honour & for the steedy & redressal of our grievances, it is must for us to stand proper & well organised. In several circles, we donot have our units. In several zones, regions we have no associations. I will see that more & more units are formed during this span. We must all relize that the interests of the postal superivisors are secure in the very organisation, and not in the federal unions of postal workers. We are seniors, it is when we put down our signatures that a task is deemed complete. We must recognise our value & importance. I'm wholeheartdly with you. Wherever and whenever you give me a cell, it will be my sincere endeavour to be at your service. Before I close, let me raise a very significant issue before you. We have no funds for our fight. The financial condition of the association is very poor. The fight of our existence is pending in the High court. For that too, we are badly is need of money. I make a earnest & solmn appeal to you all to strengthen the organisation by generous contributions & donations. In the end, I once again offer my wormost & sincere thanks to Mr.K. Kanniappan, Mr.K.Sarvotthaman & you all. At the same time entreating you to forget & forgive the lapses on my part. LONG LIVE AIAPS ! Thanks !
