18th All India Conference - 29-30 June & 01 July 2013

18th All India Conference - 29-30 June & 01 July 2013
 
Kindly refer to my previous Circular No.06 Dated: 18April, 2013, in which it was informed
that 18 th A.I.C. will be held on18-19-20 July 2013 in Tamil Nadu (Kodaikanal). Now, here is
some major changes in the Dates as well in the Vanue of 18th A.I.C.

As all of you know, XVII th All India Conference of A.I.A.P.S. (G.L.) was successfully
organized at Saharanpur (U.P.) from 10-04-2011 to 12-04-2011.We have completed 2 years
on 12th April 2013 and the next A.I.C. is due up to 12th July 2013 (Within the 2years+90days).
But,as per the previous programme i.e.proposed A.I.C. on 18-19-20 July 2013 will go
out from the prescribed grace-period of 90 days. So it has now been decided that 18th A.I.C.
will go on as per the following revised programme--

Vanue- KANPUR (U.P.)
Open Session- 30 June 2013

Central Working Committee will meet just before the 18 th.All India Conference, i.e.on
27-06-2013 to 28-06-2013 at the same vanue.
 
Vanue at KANPUR is booked for 29 & 30 June 2013 by the host unit AIAPS(GL) Uttar
Pradesh,so you should manage your visit in such a manner that you can attend the open
session on 30th June 2013.

NOTIFICATION FOR ALL INDIA CONFERENCE

Notice for holding the18th.Bi-ennial All India Conference of the Association has been
issued on 28th May 2013, a copy of the same is attached h/w for information. As per the latest
instructions on the subject of granting of special casual leave to attend the All India Conference &
C W C Meetings of the Recognised unions / Associations, there will not be any separate communication from the Directorate. Circle Secretaries are requested to send/ hand over this notification
to the Head of the Circle Concerned and ensure grant of special casual leave alongwith transit time
by them.

Tamil Nadu Circle Conference -18-19-20 July 2013 at KODAIKANAL


 
Although, the vanue & dates for 18th AIC has been changed,even the proposed
programme at KODAIKANAL (Tamil Nadu) will remain UN-CHANGED and all of you are also
invited at Kodaikanal, as per the details already circulated vide my previous Circular No-6
dated 18 April 2013. Because, Tamil Nadu circle conference is sheduled at Kodaikanal on
these dates & Resort has already been booked for 19-20 July 2013.It is to note that if you
remain unable to attend AIC at Kanpur,then you should visit Kodaikanal on 19-20 July
2013 positively. I, with other CHQ members from U.P.& Delhi will attend conference at
Kodaikanal(Tamil Nadu). So, we can meet once or twice on these forthcoming gettogather.
So, please get ready & pack your baggage to give the pleasure of your warm
welcome to U.P.Circle as well as Tamil Nadu circle.

As per the provisions under article No. 38 of the constitution of the All India Association of Postal Supervisors-General Line ,Due Notice is hareby issued to all concerned for holding the  18 th. Bi-ennial All India Conference of the Association at KANPUR (U.P.) from 29-06-2013 to 01-07-2013 under the chairmanship of Mr. R.Brindavanakannan, All India President, to transact the Agenda given bellow.

The vanue  will be Nagarik Dharmshala,212-A,Block-'M',Kidvai Nagar,Kanpur-208023.

18th All India Conference - 18-19-20 July 2013 

 
As all of you know,  XVII th All India Conference of  A.I.A.P.S. (G.L.) was successfully organized at Saharanpur (U.P.) from 10-04-2011 to 12-04-2011 under the Chairmanship of Sh. R. Brindavanakanan, (A.I.President ) Supervisor, Anna Road H.O. Chennai-2. Now we have completed 2 years and the next A.I.C. is due.
Mr. R. Brindavanakanan, (A.I.President & T.N Circle Secretary ) informed and invited me to attend Circle Conference of Tamil Nadu Circle in July 2013. At the moment  Mr.M.I.Khan(our former A.I.President) was with me and we decided to discuss about the vanue of 18th A.I.C. with Mr.  K.Kanniappan(formar A.I.General Secretary).We requested to Mr.K.Kanniappan & Mr. R. Brindavanakanan to host the 18th A.I.C. in Tamil Nadu.
And, I'm thankful to our beloved leaders to accept the proposal of organising 18th A.I.C. in Tamil Nadu circle. Here is the proposed programme of 18th A.I.C. to be held in T.N.Circle-

Kodaikanal  is a city in the hills of the Taluk division of the Dindigul district in the state of Tamil Nadu,  Its name in the Tamil language means “The Gift of the Forest”.Kodaikanal is referred to as the “Princess of Hill stations” and has a long history as a retreat and popular tourist destination. Kodaikanal is well connected with Railway services from major cities of country as well as by road with all hot destinations of Tamil Nadu.


How to Reach KODAIKANAL ?


The nearest Railway stations are Madurai (118 kilometres ),Palani Railway Station (64 kilometres ) north, Kodai Road Station (80 kilometres ) south east and Dindigul Railway Junction (100 kilometres ) east.The nearest airports are Madurai (135 kilometres ), Coimbatore (170 kilometres ) and Trichy (200 kilometres ).
Many direct Trains are available from DELHI to MADURAI . You may reach from Delhi via  Coimbatore to Kodaikanal also. But the most comfortable way is from Delhi to Madurai or Kodia Road and than from there, by road to Kodaikanal Hill Station.
The beautiful Resort is booked for A.I.C on 19th & 20th July only. So all of you have to manage your journey in such a way that you reach Kodaikanal in the morning of 19th July 2013. If you reach Madurai on 18th July, you can visit the famous Meenakshi Mandir & other religious-cum-tourist places at your own arrangement.

Delhi High Court Case
 
Now it's very crucial time for this association whenever the long pending court case is on the desk for final hearing at Hon'ble Delhi High Court.Previous dates were 12th Feb & 10th April this year.I ,alongwith Mr,Vinay Bhatnagar CHQ Treasurer & Mr.M.I.Khan,Former A.I.President attended the court and it is possible that when this circular will reach to you, case should be decided. We have to pay Fee Rs.50,000/- to our Advocate & so, it's humble request to you all to remit more and more special donation towards court case atonce,please.
So, get ready to visit Madurai & Kodaikanal !

As you know about the Two Days General Srike Notice by Two Federations & it's affeliates unions.The joint strike notice had been served by the Postal JCA to the Department of Posts on 22.01.2013 in which they raised the postal oriented demands like the appointment of the 7th Pay Commission, DA merger, abolitions of posts, National Postal Policy, Cadre review, etc.
 
Although,We agree with the main charter of demands, but it's again regretted that neither any federal leader nor any union has taken  this association in  their proper confidence and they know very well, whithout the full cooperation of POstal Supervisors, NO strike can be go sucessful.In such  position they would have to call-off this strike at last moment too as this association will not go on strike.

Timely intimation about payment of additional fee under RTI Act 2005

Subject: Timely intimation about payment of additional fee under RTI Act 2005
It has been brought to the n notice of the Central Information Commission that some CPIOs inform the information seeker about the additional fee under sub section 7(3) of the RTI Act at the fag end of the thirty days period prescribed for providing the information under sub-section 7(1) of the RTI Act.
2.         The Central information Commission in one of its orders has mentioned that while there cannot be any hard and fast rule about when exactly the intimation about the photocopying charges should be conveyed to the information seeker, it is implied in the prescribed time limit that the demand for the photocopying charges must be made soon   after the RTI application is received so that the information seeker has time to deposit the fees and received the information within the prescribed thirty days period. If the information sought is not voluminous or is not dispersed over a large number of files, computation of the photocopying charges should not be a time consuming task. As soon as the RTI application is received, the holder of the information should decide about how much information to disclose and then calculate the photocopying charges so that the CPIO can immediately write to the information seeker demanding such fees.
3.         This may be brought to the notice of all concerned for compliance.
