From the desk of general secretary, all India association of postal supervisors!!!

Compiled the following significant things, happened during 2017 under the bannership of AIAPS

1. 2017 had started with positive energy to AIAPS because of the directorate visit during, December 2016. That is the first experience to know the wantings and language of the directorate, to put forth our grievances.

2. During April 2017  more members were enrolled and new aiaps divisions were also constituted through out the circles

3. Formal meeting request with Secty Posts was submitted during May 2017 with 12 agendas passed during the CWC Delhi.

4. After continuously followed up meeting was held with Secty Posts, DDG(P), DDG(estt), Director (SR), ADG(SPN) on 25.07.17 with AIAPS seven members team.

5. That is the first time in the PM cadre history,   discussed exclusively about PM cadre depth pain with Apex officers.

6. Because of the numerous points discussed and most of the grievances are including recruitment rules revision by going upto DOPT and UPSC, minutes meeting is delayed.

7. On 31.7.17, the person, one of the reason for the Tamilnadu PMs binding, Shri.K.Ayyavoo was retired on superannuation on grand manner. On 30.12.2017, our one more beloved leader Shri. L.M.Pant, Assistant General Secretary was retired on superannuation.


8. Many circles had fetched the one time relaxation promotions during 2017 because of the continuous fight put forth by the team AIAPS at various circles.


9. August 2017 was historic one had the all India conference/circle conference at kodaikanal Tamilnadu in a enthusiastic and elegant manner.  New office bearers were elected to CHQ and TN circles. 120 members were gathered from all over the india from Chattisgarh to Tamilnadu. 25 resolutions were passed with 3 amendments.

10. Further during September Uttarpradesh and kerala circle conferences were held and approved.

11. During November Madhyapradesh circle convener body was approved to constitute the AIAPS circle body there.

12. AIAPS court case was also being followed simultaneously.

13. Dec 1 to 3 participated in the neatly arranged AIAPS Karnataka circle conference at dharwad, warmly welcomed the special guest SSPOs, Dharwad division. New office bearers were elected.



14. Dec 21to 23, participated in the nicely arranged Maharashtra circle conference along with RR, cordially received the chief guest Pune East division SSPOs and discussed various things.



15. During all the visits to Delhi, Chennai, Karnataka, Maharashtra  gained so many affectionate friends, brothers and sisters. That is the asset i am gaining day by day which is priceless than anything.

16. Above all from divisional level to directorate level, we are getting the formal meetings at various circles to resolve our grievances. Many got transfers to their native places, got required infrastructure, staff shortage were addressed at many circles under the banner of AIAPS. While sanctioning leave and recommending all the things to clerical staffs by supervisors, why should supervisors should defend P3 staffs?

17. Further 2018 is also going to begin with so many challenges to our cadre and as well as to the department including the threats like OPA, IPPB, bank approval of doing POSB schemes. To protest against those, doors of AIAPS is always opened to other unions to make the joined struggles.

18. Unity is the need of the hour, like IP/ASP association we also need to be united at 23 circles under single recognized roof, to get success in legal battle and as well as trade union facilities.

19.Let's join our hands to make our hit more stronger.

20. With 100% unity only, 100% success can be attained. So CHQ requests every members to add 5 more members during this April 2018 campaign.

21. AIAPS conveys deep regrets to the departed souls of postal community, people of India and to the affected people by various calamities happened during 2017.

22. AIAPS conveys our special wishes and prayers to the retired post officals, AIAPS leaders during 2017 for their peaceful and prosperous retirement life.

23. All AIAPS circle secretaries requested to list out such significant happenings during 2017 under AIAPS to create the awareness among members and other officials.

24. AIAPS CHQ having so many new assignments in the upcoming 2018, including conducting the legal battle through court cases.

25. As a GS, on behalf of our CHQ team I convey my heartfelt profound regards to all the members, PMs, Supervisors for being the backbone of our every steps. Pl continue this fighting capacity tempo ever.  2018 is definitely ours with the blessings of the almighty and our hard and smart work. Happy new year 2018.

Adhar enrolement and updation related sify network accessible sites!!

So far https://uidai.gov.in was the only URL accessible in Sify network.

Proposal for whitelisting of other useful URLs of UIDAI in connection with Aadhaar Enrolment com updation related work has been taken up with N.I.  team through R.O. and from 21.12.2017 onwards the following URLs are accessible in Sify network...


(1) While updation to check as to whether the Aadhaar Number stated by the customers are valid/active and to check whether mobile was already linked to aadhaar number, the following URL can be used...

AIAPS had submitted the query to IPPB project team to add the PMs in the eligibility list!!!

As a recognised service association, directorate had sent the ippb notification to aiaps association official email id, in reply of that email, as per the queries raised by the PMs and members, query regarding not adding the PMs in the eligibility list and the dissatisfaction was registered to IPPB project team to clarify about the elgiblity in the FAQ of ippb website link.

1.           A Kind reference is invited to the above cited RRs and letters, Vide reference 1, even after 6 years from the creation of Postmaster cadre, not even a single DPC was conducted for the Senior Postmaster Posts promotion and Vide reference 2, even after 1 and half years from All India Grade III draft Seniority was not finalized by the Postal Directorate.

2.           For regular DPC conduction by finalizing the All India Grade III seniority this association had also requested several times vide Reference 3, but because of the prolonged delay most of the Postmaster Grade III senior most officials were started to retire from even their service without their due Sr. Postmaster promotions.

Instructions to be followd during issue of ATM Card

CIF level Checks  
    Below issues at CIF will lead to non activation of cards:
Ø Last name column in CIF should not exceed 35 Characters
Ø Last Name column in CIF should not contain special and numeric characters
Ø Address line  at CIF level should not exceed 35 characters and special character s like (<, >, ?)
Ø Name at account level should be as mentioned in the CIF

 
       Wrong issuance of Instant Cards
       SOLs are dispatching Instant ATM card duly linked to the account by post which may lead to mis-appropriation as both PIN and card will be available in the same envelope.

Here after no more monopoly of Post office savings schemes!!!

Supreme Court to revisit its ruling on SC/ST quota in promotions

A five-judge Constitution bench will examine the limited issue as to whether the 2006 verdict delivered in M Nagaraj and other versus Union of India was required to be re-looked at or not.

The Supreme Court on Wednesday agreed to consider whether its 11-year-old judgement dealing with the issue of application of the ‘creamy layer’ for reservation to SC and ST categories in promotion in government jobs needs to be revisited.

Financial Inclusion Will Be Marketed By India Post Payments Bank :  The goal is that via 650 banks for post payments, we can force financial enclosure in 1.55 Lakh rural areas,” Manoj Sinha claimed to the media.
 
Manoj Sinha, the Communications Minister, this week claimed that the government is operating on setting up 650 outlets for India Post Payments Bank to make easy the financial enclosure , and revealed 2 new schemes by the postal division.

“We will be opening almost 650 outlets for India Post Payments Bank all over India. Two, namely in Ranchi and Raipur, have already commenced. The goal is that via 650 banks for post payments, we can force financial enclosure in 1.55 Lakh rural areas,” Sinha claimed to the media.

One of the outcome of AIAPS joint memorandum dated 22.09.2017 Further CSI roll out was stopped till set right the CSI issues!!!

Dear All, Secretary Posts reviewed the CSI situation with the Government Business Head of TCS today. TCS has assured that they are working on the technical issues through the weekend and will come up with the status on Tuesday. Based on the report/solution and progress report from the field, a decision will be taken on further course of action. All rollouts may be kept on hold till further notice from Directorate. The immediate priority is to restore operations and accounting to a stable level.  

In the meantime, I would request that please concentrate on pre rollout activities as we will have to accelerate rollout after the technical issues are fixed. Also please take this time to focus on service book digitization which is also lagging. Training may please continue as planned.

There are problems and these have been taken up the highest level. We have to tackle this with patience. Hopefully, a more conclusive status will be posted next week.

          1. A kind reference is invited to the above cited directorate letters, vide above reference 1, cadre restructure review committee was constituted to submit the reports/recommendations within 2 months from the date of constituting cadre review committee i.e., within 09th August 2017.

          2. But unfortunately it seems that even after more than 4 months lapsed, review committee reports are yet to be circulated.

          3. Further vide above reference 2, it is requested to put on hold the Cadre Restructuring exercise wherever it has not been implemented. It is definitely one more blow to our staff side that even after three months lapsed, still that freezing of CR exercise is continuing.

THE CODE ON WAGES, 2017 - LOK SHABA


– Code on Wages Bill: The Code would ensure universal minimum wage for all industries and workers. Moreover, it will also cover those workers who are getting a monthly pay of higher than Rs 18,000.

– The Code on Wages Bill seeks to empower the Centre to set a minimum wage across sectors and states will have to maintain that.

– Moreover, the best part is that states will be able to provide for higher minimum wage in their jurisdiction than fixed by the Central government.

Passed Amendments in the honorable house of All India Conference of AIAPS

The following amendments were passed unanimously on 09.08.2017 at the honorable house of AIC at Kodaikanal - TN

1. Changing the association name as "All India Association of Postmasters and Supervisors" instead of "All India Association of Postal Supervisors(GL)" - This amendment was passed during 2015 Hyderabad AIC itself. However to get approval of the amendment by the directorate, honorable house had reiterated the same.

2. Approval of the AIAPS logo

3. Monthly subscription is revised to Rs.100/- from Rs.40/- because of limited number of PMs and Supervisors strength and price hikes of all commodities, transportation charges and equipments.

Resolutions passed at Honorable House of CWC and AIC of AIAPS During 07.08.2017 to 11.08.2017

Dear Postmasters and Supervisors,

The following resolutions were passed unanimously at the honorable house of CWC/AIC held at Kodaikanal during the period from 07.08.2017 to 11.08.2017.

1. 5 days a week work or claiming 52 days extra salary for working on Saturdays to the operative offices at par with other central government departments and administrative offices.

2. Conversion to the Old Pension Scheme from New pension scheme for those officials who were joined before the PFRDA bill enactment at honorable parliament i.e., before September 2013.

3. Upgradation of stepped up Grade Pay Rs. 4200/4600/4800/5400 to Postmaster Grade I/II/III/Sr.PM posts respectively w.e.f., 02.02.2011 as on date of LSG recruitment rules amendment 2011.

4. Claiming Gazetted status for HSG II/PM Grade II and above posts and those cadre officials have to be in AIAPS association only since those are Group B posts.

5. Immediate completion of Group C Cadre restructure at all Postal Circles.


6. Implement the Postmaster Cadre restructure on war foot basis, till then equal pay to equal work should be given to Postmaster Grade I/II/III/Sr.PM posts.

7. Immediate amendment of PS Group B recruitment rules by allowing only feeders cadres viz., IP/ASP & PM Cadre & LSG line officials without any prejudice amendments.

All India Association of Postal Supervisors (AIAPS), 20th All India Biennial Conference was held at kodaikanal from 09.08.2017 to 11.08.2017

Dear Brothers and Sisters,

     20th Biennial All India Conference was held successfully at Dream Land Hotel - Kodaikanal (TN) with the chairmanship of Shri.K.T.Sheshadri, All India President, Postmaster Grade II (retd), Saidapet S.O for the various agendas including the new CHQ office bearers election.

        From various circle 140 members were attended and graced the occasion. Various topics were discussed and mainly Postmaster cadre issues were discussed in detail and to the depth. Various resolutions were passed and shall be published in this blog shortly.

     The following new CHQ office bearers were elected unanimously, Shri. Manoj Bhardwaj was elevated to All India President Post and from the Postmaster cadre, Shri. K. Kalimuthu, was elected as the General Secretary to represent the Postmaster cadre issues in depth and as well as Supervisory cadre issues.
