  Hope this will reach you well in time to creat a healthy conversation among us.As I told in my previous circular that we have completed one year after our XVII th all India conference  held at Saharanpur(U.P.) from 10-04-2011 to 12-04-2011. and I was feeling a great desire to meet all of you friends again. Central Working Committee Meeting of the Association is almost due and so I contacted our former G.S and Patron  Mr. K. kanniappan and Mr. R. Brindavanakanan, All India President on phone as well as through a letter and requested them to host the CWC in South. And, it's decided by our beloved leaders atonce.

Now,notice has been issued on 20th june 2012 to all concerned for holding the Central Working Committee Meeting of the Association in Tamil Nadu w.e.f 23rd July 2012 to 25th July 2012 under the chairmanship of Mr. R.Brindavanakannan. Main meeting will be on 25th July 2012. Mr.K.Kanniappan,former G.S and Patron will also acompany there. All office bearers of CHQ(15), all circle secretaries and all divisional secretaries of A.I.A.P.S.(GL) are eligible to attend the C.W.C with Special CL with actual transit time (i.e.2+3+2 days special CL for Delhi/U.P./U.K/H.P./Punjab/Haryana circles delegates.)


As per the latest instructions on the subject of granting of special casual leave to attend the C W C Meetings of the Recognised unions / Associations, there will not be any separate communication from the Directorate.All Circle Secretaries are requested to send/ hand over the General Secretary's  notification to the Head of the Circle Concerned and ensure grant of special casual leave by them.

The Vanue of C.W.C.Meeting will be at YERCAUD-636602 (SALEM) Tamil Nadu.YERCAUD is a beautiful tourist place & hill station of south near Salem Town. Boarding and lodging facilities are available in Yercaud in Tamilnadu Tourism Hotel. All can have a nice stay, take good food and enjoy the coolness and ambivalance and boat house Yercaud is known as “Second Ooty” AIAPS (GL) can have its C.W.C. there to make the deliberations, purposeful, fruitful and plan for the future.


Salem is well connected with rail and road from rest of the country. Salem junction is situated on Chennai to Coimbtore line. Participants have to come first Chennai and than, board the train for Salem. One of the Superfast train, Kerala Express(12626) departs from New Delhi(NDLS) daily at 11.30 a.m. and arrives Salem(SA) on 3rd day at 2.10 a.m.after 38 hours long journey.In return journey Kerala Express(12625) departs from Salem at 11.00 p.m. and arrives New Delhi 01.40 p.m. Salem is 2447 K.M.far from Delhi. So, get ready to join us on 23rd,24th & 25th of July 2012 at Yercaud. Circle unit of Tamil Nadu is eager to welcome all CHQ Members/ Circle Secretaries and other office bearers.




Atleast now we must follow and enforce some strict financial and organisational disciplines, like paying the delegate fees, quota & donations etc. we will have a thorough discussion on all those subjects and the problems faced lay the postal supervisors in the changing situations and service conditions. We will have to prepare ourselves to face the challenges lying ahead both in the Deptt as well as in the unions / Associations.
Hope this would be a brain storming session to improve the governance of our Association affairs.

CCS (LTC) Rules, 1988— Relaxation for travel by air to visit Jammu & Kashmir
 

The Department of Personnel and Training has issued orders today regarding that the relaxation for travel by air to visit Jammu and Kashmir under Leave Trevel Concession, is extended for a further period of two years with effect from 18.6.2012 to 17.6.2014 as per CCS (LTC) Rules,1988. Note that this Department has already issued orders pertaining to extend to travel by air to visit NER for further two years upto April 2014.

Subject:- CCS (LTC) Rules, 1988— Relaxation for travel by air to visit J & K


The undersigned is directed to refer to this Departments O.M. of even No. dated 18th June, 2010 on the subject mentioned above and to say that the relaxation for LTC travel to visit J & K under CCS (LTC) Rules, 1988 is extended for a further period of two years w.e.f. 18th June, 2012 subject to the following conditions:

(a) Travel by Air to continue to be ¡n Economy Class only, irrespective of the entitlement of the officer.


(b) The condition that air tickets can be purchased either directly from the Airlines (booking counters/website) or through authorized agents only viz., M/s Balmer Lawrie and Co. Ltd., or M/s Ashok Travels and Tours Ltd. / IRCTC (to the extent IRCTC is authorized as per D0PT’s O.M. No.31011/6/2002-Estt.(A) dated 02.12.2009), would necessarily apply.


(C) All other conditions prescribed in this Department’s OM. dated 18.6.2010, read with O.M. dated 05.8.2010 and 25.8.2011 would continue to apply.

Dear Brothers / Sisters,


Namaskaar !

        Hope you will find it in a healthy manner. Unfortunately, there was a long gap of more than six months in seeing all of you through this circular. Almost we have completed one year after our XVII th all India conference  held at Saharanpur(U.P.) from 10-04-2011 to 12-04-2011under the chairmanship of Sh. R. Brindavanakanan, All India President of AIAPS(GL). As I promised in the all India conference, I tried my best to get my transfer in CHQ Delhi and it was rewarded when I received the order for my deputation to BD&MD ,New Delhi. I had relieved in June 2011 from Bijnor and reported to BD&MD.But my presence in Directorate was not acceptable to some of  other union leaders and their nearest high officers, so I was ordered to report back to my home division just after a week. I had shifted my family and all belongings  to Delhi. This was embarrassing to my position as well as for this association also. So I decided not to go back and applied for leave. From July 2011 to this day I'm running on leave. This is the main cause which made me busy about such efforts and restless introversionity not allowed me,even  for a regular contact with all of you  through circulars and web page also. As a result of my commitment to this association, I have applied for Forgien Service to serve the association as full time employee in CHQ. My request  to grant me Forgien Service is under process and should be accepted by this month probably and than I will be available in CHQ Delhi to serve all of you friends with full of my caliber.
            As per  ruling, during forgien service, salary and leave salary will be paid to me by this association and such consent has been sent to department. At this moment, the budget and financial position of our association is not too hidden from your sight. So it is appropriate to make again an appeal  before all of you to think over it and to remit assistance as well as CHQ Quota money in time, to the treasurer or directly to me to this address:-----

HSG-I Recruitment Rules

As all of you are well known that HSG-I Recruitment Rules are under preparation from  last one year. The UPSC has not cleared the HSG-I Recruitment Rules so far. It raised many queries like variation in  the no. of posts (i.e.) as per the 1976 Recruitment Rules which is around 250 Posts and the present around 1700 posts. They are seeking the establishment sanctions for all the Posts created after the old 1976 recruitment rules. The department is now preparing a certificate about the existence of posts duly signed by the Secretary herself and is submitting to UPSC for approval.
Resultantly carving out of Postmaster Grade III is delayed; transfer of all the HSG I posts to General line will also be delayed. Once again, the DOPT is being approached for grant of further extension of 6 months in case of HSG-I adhoc arrangements due to non finalization of the HSG I Recruitment Rules.
This association is insisting that in the absence of non approval of HSG I Recruitment Rules and protracted delay as seen in between the UPSC and the Department, the Circle Heads should be permitted to fill up all the HSG I posts as per the existing recruitment Rules for which the DOPT may be approached. The stalemate cannot be allowed further.

Rotataional Transfer Policy

Rotataional Transfer Policy guidelines has so been declared by Directorate for 2012-13 vide his No. 141-91/2012-SPB-II  Dated 02-04-2012. Acccording to this, employees of all cadres including Stenographers and Mail Moter Staff, completing Post Tenure of Four Years OR Station Tenure of Six years, may be rotated subject to the existing instructions/prinicples of rotataional transfer. This association has approched not to apply Six year Station tenure in case of General Line Supervisors.Postmaster’s Cadre
There is no improvement or any decision taken and this association conveyed it's strong resentment over the delay in the decision. Merely sticking to the point of separate hierarchical cadre and denying the dues to the opted officials is mounting dissatisfaction and dissent over the cadre and will hamper the efficiency at one stage. If the Postmasters are not permitted to appear IPO/Group B Exam, we may be forced to demand merger of all supervisors and introduce exam for 1/3rd vacancies of all LSG and restore status quo ante as per the Sixth CPC which is not in favour of creation of new cadres.

Aware: All the Units of Association

After too many correspondence and clarifications, in some of the Circles, like- A.P. and U.P. we are still under harassment by Postal Administration and Recognition is not extended in some divisional units. In some units, monthly subscription is also not beeing deducted from our member's salary. All this is just voilation of rules. Now all of you please be aware of it that you are a well recognized association having its All India status and ensure the following points :--
0 whether all trade union facilities are being provided to your unit or not ?
0 monthly deduction of subscription from the salary of members of association are
   being made regularly or not ?
0 New members can be enrolled in the month of April every year. So,pepare an up-to-date list
   of your bonafied members & send a copy of list to me as well as to DDO for monthly
   deduction of subscription.  .
0 Preserve safely all letters of authorization with you duly signed by your members .
0 Bi-annial elections of your unit must be organized in due time.


If you have any problem in the way of smooth running of association, kindly do write to me with a copy to the authorities of your division / circle.

But before doing all this, kindly ask a little question with you- whether you have remitted your contribution as CHQ quota / Donation to this association ? It's most important.

Clarification in filling up of HSG-I and Postmaster Grade-III Post


BPM(GDS) GOT SUCCESS in I.A.S.

It's a great News for all of you peoples, that Ms. Selvi S.ARUNADEVI, GDS BPM, Uralpatti BO a/w Komaralingam SO, Udamalapet HPO, Tamil Nadu has come out successful in all forms of IAS (Indian Administrative Service) examination (Preliminary, Main & Interview) in one attempt.


She did her school studies in a rural school and college studies in a private college at Udamalapet. She brought up from a poor family background. She prepared for the IAS on her own without any coaching. A very poor GDS from a rural background, studied not in any reputed corporate  institutions and without any coaching, coming out successful in IAS, is a great achievement.

Postal Department called for Expression of Interest from the Bidders to submit detailed project report to Create Post Bank of India

The last date for submitting the applications are 24/05/2012 and the bids will be opened on 25/05/2012.

In the tender document it is clearly mentioned the objectives for setting up the Post Bank of India are as follows.

(i) Provide banking which means the accepting, for the purpose of lending or investment, of deposit of Money from the public, repayable on demand or otherwise , and withdrawal by cheque, draft , order of otherwise.
RBI will be engaged in various types of banking as mentioned in section 6 of the Banking Regulation Act, 1949.

(ii) Provide banking services with special focus on rural areas.

(iii) Provide means of additional revenue generation for the DOP.

(iv) Ride on the core Banking solution which is proposed to be provided in all the post offices.

(v) Provide a platform for financial inclusion.

(vi) Provide higher order value added services to over 250 Million existing Post Office Savings Bank account holders.

► Declining promotion to Postmaster Grade-I by the officials declared successful in Postmaster Grade-I Departmental Competitive Examination held on 12.06.2011.

I am directed to refer to Directorate's letter of even number dated 9.8.2011 on the above subject and to say that in the aforesaid letter the Circles were advised that declination of appointment by the candidate to the post of Postmaster Grade-I after passing the Departmental examination, but before his appointment ,may be accepted.

2. References are being received seeking clarification with regard to acceptance of declination of appointment by the candidate to the post of Postmaster Grade-I after issue of order of appointment but before joining by the candidate to the post of Postmaster Grade-I.

3. The Directorate's letter of even number dated 9.8.2011 is very clear. Declination of appointment by the officials can be accepted by the Circles only if the same is received before issue of order of appointment. No deviation is permissible in the matter.

Amendments to the constitution of A.I.A.P.S.(G.L.)

Now, Newly formed POSTMASTER CADRE will also be the MEMBERS of All India Association of Postal Supervisors: Important Amendment

Some of the Important amendments to the constitution / by-laws of A.I.A.P.S.(G.L.) WERE passed unanimously during the 17th All India Conference of A.I.A.P.S. (G.L.) held at Saharanpur(U.P.) from 10-04-2011 to 12-04-2011.Two copies of the amendments are already been sent to Postal Directorate on 26 April 2011 for approval.

The matter is under approval with Department, and in such condition neither department can refuse to approve these amendments, nor any other union or association can claim for this newly form cadre, Because,A.I.A.P.S.(GL) is the only recognized association concerns with Postal Supervisors cadre like: TBOP, BCR, LSG, HSG. As the department has disolved TBOP/BCR and introduced MACP-I,II,III and other side, LSG/HSG postal supervisers directly promoted to new Post Master Gr-I &II basically. In such condition, MACP -II & III and also Postmaster Gr-I, II, III will be the member of this Supervisors Association only. It's very clear that the basic mother cadre for MACP-II, III and Postmaster Gr-I, II are TBOP, BCR and LSG, HSG respactively, which were already with A.I.A.P.S.GL.

So kindly be clear about this propaganda and enroll the MACP-II,III & Postmaster Gr-I,II,III as members of this association only.

Amendments to the constitution / by-laws of A.I.A.P.S.(G.L.)

Para (i) Part I- General Membership

Existing Provisions

Membership shall comprise of LSG(including TBOP), HSG-II (including BCR) and HSG-I, including LSG/HSG-II fast track promoted officials of the Postal operative wing,Postal Trg. Centres and Postal Administrative Offices (Circle/Regional Offices)wing of the Department of Posts.

Amended Version

Membership shall comprise of LSG(including TBOP), HSG-II (including BCR) and HSG-I, including LSG/HSG-II fast track promoted officials, MACP-II, MACP-III and Post Masters Gr-I, Gr-II and Gr-III of the Postal operative offices, Postal Trg. Centres and Postal Administrative Offices (Circle / Regional Offices) wing of the Department of Posts.

Para - 5 (iii) Part I- General Membership

New Provision: New members will be enrolled during the month of April in each year.

Para- 10- Part -I ( General ) Subscription

Existing Provisions

Subscription shall be Rs.20/-per month. The rate of subscription shall br revised by All India Conference only. Subscription will be recovered through pay Roll Scheme by the Disbursing officers.

Amended Version

Subscription shall be Rs.30/-per month. The rate of subscription shall br revised by All India Conference only. Subscription from the existing members and also from the new members enrolled in each year during the month of April will be recovered through pay Roll Scheme by the Pay Disbursing officers.
