WHY POSTMASTER's ARE NOT GOING TO PARTICIPATE IN THIS STRIKE DATED 16.03.2017

       As we know, We are not in JCA and nobody consulted with us to be the part of their JCA. Proper respect and recognition is must towards all our Postmaster cadre members and as well as Supervisors.

      During September 2016 strike also JCA team were not consulted with us to form the JCA. But during the strike, local office bearers have requested to participate in that September strike after knowing the importance of the Postmasters and supervisors. Without the support of the postmasters and supervisors NO STRIKE CAN BE SUCCESSFUL.

Thus a separate cadre of  “Postmasters”  has been created  at the level of LSG/HSGII/HSG I and PS Group `B` by carving out from the existing general line post in postal wing and PS Group B and designated as

        Vide above reference 1 of the Postal Directorate, All India Combined draft Seniority list of Postmaster Grade III was released and the seniority of the officials was listed according to the date of joining in Postmaster Grade II instead of the seniority in the feeder grade i.e., merit of the LSG gradation list.

        Vide above reference 2 of this service association, this association is already requested to modify the draft seniority as per the merit list of the feeder cadre (LSG cadre) instead of date of joining. That date of joining dislocation was caused because of the dual call offered by the postal directorate to opt the Postmaster cadre by the LSG cadre officials under initial constitution clause once during 2010 and again during 2013 instead of only once.

 Because of the prolonged delay in the circulation of finalized Postmaster Grade III All India Combined Seniority this association had submitted the reminder requests on 08.11.2016 and 05.12.2016 to the earliest circulation of finalized Postmaster Grade III All India combined Seniority list.

Vide Postal directorate letter no 25-04/2012-PE-I (Pt.) dated at New Delhi the 11^th November 2016, under clarification no 10, it was mentioned that PM cadre is separate cadre and that is not a part of the recently cadre review of Group ‘C’ employees of Postal side.

        Vide postal directorate letter no 25-03/2016-PE-I dated at New Delhi the 21^st December 2016, serial no (v) of postal directorate, it was mentioned that it is pertinent to mention that the Postmaster cadre is relatively a new cadre, created in the second half of the year 2010 and therefore may be taken up after completion/implementation of the other cadres.

Dear Postal Supervisors and Postmasters,

All India Association of Postal Supervisors(AIAPS)-CWC - 14th to 16th Dec 2016 held at New Delhi

CWC was held from 14 to 16 December 2016 at New Delhi. Eleven All India Association of Postal Supervisors delegates from U.P, Telangana, Maharashtra, Tamilnadu have attended the CWC. 

          All India Vice President Smt.Savithri Venkateshan PM Grade III is preceded the CWC and our General secretary Shri.Manoj Bharadwaj APM have conducted the CWC in enthusiastic manner.

       All the attended delegates had briefly explained about the major 5 problems faced by the Postmaster cadre.

The following major problems faced by the Postmaster cadre were discussed in the CWC:

1. Higher stepped up Grade pay to PM 1/2/3/Sr.PM posts from the anomaly committee w.e.f 1.1.16.

2. Immediate implementation of Postmaster cadre restructure to enhance PM Grade 1/2/3/Sr.PM posts.

3. Immediate stopping of the Negative interpretation of PM cadre recruitment rules and allowing PM cadre officials to appear LDCE as like LSG officers.

4.Immediate amendment of PSS Group B recruitment rules to allot and enhancing PSS Group B posts to PM cadre.

5. All India PM Grade III seniority as per feeder grade seniority not as per the date of joining.

And the following remedial actions were also been discussed. 

    Till now, from the recognized forum none had represented our Postmaster cadre issues above things elaborately. So getting official meeting with the Postal directorate Administration and then to expedite the proceedings further meeting with honorable communication minister were also planned.

    As per the remedial actions derived by the AIAPS delegates, AIAPS team of 11 members had visited directorate on 15th December 2016.

Beyond above federated unions, remaining cadre officials are also there and they are also having their grave anomalies arising out of 7^th CPC implementation. Because of non-availability of those cadre representatives in the anomaly committee, every time during the implementation pay commissions, some anomalies are remained unsettled for the decades resulting exact purpose of setting up the anomaly committee could not be fulfilled. So their cadre representatives are also has to be added as the staff side of the departmental anomaly committee to represent their cadre anomalies.
