ALL INDIA ASSOCIATION OF POSTAL SUPERVISORS-CWC-MISSION DIRECTORATE-MISSION CONCERNED MINISTRY- WERE HELD AT NEW DELHI FROM 14TH TO 16TH DEC 2016!!!

Dear Postal Supervisors and Postmasters,

All India Association of Postal Supervisors(AIAPS)-CWC - 14th to 16th Dec 2016 held at New Delhi

CWC was held from 14 to 16 December 2016 at New Delhi. Eleven All India Association of Postal Supervisors delegates from U.P, Telangana, Maharashtra, Tamilnadu have attended the CWC. 

          All India Vice President Smt.Savithri Venkateshan PM Grade III is preceded the CWC and our General secretary Shri.Manoj Bharadwaj APM have conducted the CWC in enthusiastic manner.

       All the attended delegates had briefly explained about the major 5 problems faced by the Postmaster cadre.

The following major problems faced by the Postmaster cadre were discussed in the CWC:

1. Higher stepped up Grade pay to PM 1/2/3/Sr.PM posts from the anomaly committee w.e.f 1.1.16.

2. Immediate implementation of Postmaster cadre restructure to enhance PM Grade 1/2/3/Sr.PM posts.

3. Immediate stopping of the Negative interpretation of PM cadre recruitment rules and allowing PM cadre officials to appear LDCE as like LSG officers.

4.Immediate amendment of PSS Group B recruitment rules to allot and enhancing PSS Group B posts to PM cadre.

5. All India PM Grade III seniority as per feeder grade seniority not as per the date of joining.

And the following remedial actions were also been discussed. 

    Till now, from the recognized forum none had represented our Postmaster cadre issues above things elaborately. So getting official meeting with the Postal directorate Administration and then to expedite the proceedings further meeting with honorable communication minister were also planned.

    As per the remedial actions derived by the AIAPS delegates, AIAPS team of 11 members had visited directorate on 15th December 2016.

      Since we are having the recognized association banner, got the formal appointment with top level administration Member (P) Shri.Ashok Kumar Dash and have discussed about the 5 major problems gist.

  For that meeting, from the administration side Member (P), ADG(establishment), ADG(SPB) have participated and from the recognized association AIAPS staff side all the delegates have participated in that meeting. 

       Detailed memorandum on the 5 major problems faced by the Postmaster cadre officials with the remedial prayers had been submitted by hand to the Honourable Member (P) 

     Member (P) have assured to our recognized association to give the solid reply within the fortnight time

        Vide above reference departmental anomaly committee was constituted with only the recognized federated association office bearers as staff side without other recognized unions and associations representatives.

Beyond above federated unions, remaining cadre officials are also there and they are also having their grave anomalies arising out of 7^th CPC implementation. Because of non-availability of those cadre representatives in the anomaly committee, every time during the implementation pay commissions, some anomalies are remained unsettled for the decades resulting exact purpose of setting up the anomaly committee could not be fulfilled. So their cadre representatives are also has to be added as the staff side of the departmental anomaly committee to represent their cadre anomalies.

Meeting on Allowances held with Unions/Associations on 19/10/2016 : brief note thereon

A meeting on allowances was held on 19.10.2016 at G.P. Roy Committee Room, Dak Bhawan, New Delhi under the Chairmanship of Shri B.V. Sudhakar, Secretary (Posts). Shri A.K. D

ash, Member (P), Shri S.K. Dashora, DDG (Estt) and Director (Estt) were present.

Shri Manoj Bhartwaj General Secretay, had attended the meeting and pressed to retain all the hard earned allowances with the following very essential allowances

1. Care taker Allowance (10% in Basic Pay + DA)

2. Over time Allowance

3. Saturday Duty Compensation 

4. No Quarters allowance

A detailed Memorandum was given by the AIAPS General Secretary. AIAPS is the only association went with detailed memorandum to retain all the hard earned allowances.

All the other union leaders took active part in the discussion and requested Chairman to recommend retention of following allowances strongly to MoF. The views of Secretary (Posts) were positive on the allowances discussed in the meeting. We hope positive outcome.

Updation about PSS Group B Exam court cases - AIAPS

Dear Postmasters,

          We are receiving various queries from our members regarding the position of AIAPS for appearing in the PSS Group B exams. We are bounded to clarify the following few things for the members.

1. During 2011 itself CAT case was filed by the Tamilnadu Postmasters at Chennai CAT for appearing in PSS Group B exams and that was won by the Postmasters during 2012.

2. During 2013, Department is appealed in Chennai high court and that was won by the department during 2015.

3. During 2016, set of Tamilnadu Postmasters are filed the SLP petition at Supreme court and that is yet to be numbered.

4. Once getting the SLP number at Supreme Court, Tamilnadu Postmasters will fight back with proper legal way to get the legitimate rights at Supreme court where as some circles are already filed the CAT to appear in PSS Group B exams.

5. AIAPS team is in full swing to file the case at various CATs to the fair conduction of PSS Group B exam with equal opportunities among all of our beloved colleagues like IPs, LSG officials and as well as Postmasters.

  Proposal was submitted and Circle administration is agreed that glaring anomaly will be arose as "One work two Pay"for HSG II and PM Grade I. Moreover PM cadre cannot be placed at par with LSG since LSGs (Single handed and Double handed SOs SPMs) promotion eligibility is 5 years PA service only where as PM cadre officials are recruited by 5 years PA service and in addition to that  they have to clear the Limited Departmental competitive examination with merit.

SEPTEMBER 2 STRIKE - STAND OF POSTMASTER CADRE AND POSTAL SUPERVISOR OFFICIALS

Dear Postmasters and Postal Supervisors,

        On september 2 strike, Postmaster cadre officials will NOT participate and all the postmaster grade 1,2,3 offices shall be kept opened and proportionate transactions shall be done as per the available staffs on that day.

      All the AIAPS(GL) Postal supervisors(General Line) shall work in their concerned branches allocated.

        Because of the following reasons, AIAPS(GL) is NOTparticipating in the strike.

1. As per the CHQ call some unions are participating in this strike. Our CHQ is not invited to participate in this strike by JCA. Hence we are NOT participating in this strike.

2. No demand is placed for our Postmaster cadre and general line supervisors. Not only this strike for the past 4 years, no demand was placed in respect to the Postmaster cadre grievances.

         A kind reference is invited for the above reference, and vide above reference it is directed to submit the comments from the stake holders if any for the above said subject recruitment rules within 30 days.

        I would like to bring the following few analytical information for your benign consideration and early favorable orders please.

Till 4^th CPC, IP line and supervisory line was equally treated and nourished but after that general supervisory officials are given with very meager PSS group B /Postmaster Group B promotional opportunities.

        In this juncture, general line supervisors – PSS Group B promotional quota was further reduced from 6% to 3% which added salt to the wounds of General line supervisors.

        Postmaster cadre is also given with just 25% Sr.PM 28 number of posts, and remaining 75% posts are now directed to be filled by the competitive examinations from the IP cadre along with PM cadre by the 7^th CPC para number 11.8.18.

        Those Sr.PM posts are in the Postmaster cadre hierarchy and in no way IP/ASP officials can claim the Sr. Postmaster posts. But they are allotted with 75% Sr. PM Posts to them. In the same way 75% of PSS Group B posts may also kindly be allotted to 5 years experienced selection Grade supervisors and Postmaster cadre officials along with IP line. Whether Administrative line/Supervisory line? - Intellectual and charm youngsters may kindly be opt this exam and be equally nourished.

        I humbly submit the Comparative study between the Supervisory line and IP/ASP line number of posts and their promotional opportunities at our department.

Among 4 IPs one IP is getting PSS Group B promotion and they are having more than sufficient promotional opportunities.

Whereas among 694 supervisors, 1 supervisor is getting PSS Group B promotion. Remaining 693 supervisors future is in drench and they are stagnated in their career very badly.

Because of the above justified facts and data, while implement the proposed PSS Group B recruitments rules and 7^th CPC guidelines for Sr. Postmaster post filling, the following necessary modification may kindly be done with the relevant recruitment rules of PSS Group B and Sr. Postmaster cadre.

1.           75% Postmaster cadre hierarchy posts are allotted to Administrative hierarchy to boost them. In the same way to boost the Supervisory line 75% PSS Group B posts also may kindly be allotted to Selection grade and Postmaster cadre supervisory officials along with IP/ASP line. 25% PSS Group B posts may kindly be filled with IP/ASP officials through seniority cum fitness. Remaining 75% of posts may kindly be with LDCE from the eligible IP/ASP officials along with General line LSG/Postmaster cadre officials completed 5 years experience in that cadre.

2.           25% Sr. Postmaster cadre posts may kindly be filled with Postmaster Grade III officials completed 2 years experience and remaining 75% Sr. Postmaster posts may kindly given to LDCE to Supervisory cadre along with IP/ASP cadre. Intellectual can opt this exam and both will be equally nourished.

To remove the bottle neck in promotions and to avoid the stagnation in any supervisory/IP/ASP line above modification is very very vital and this association is requesting the hon’ble DG sir to accept the above suggestion for the steady growth of our department by nourishing the supervisory and administrative line equally with equal opportunities.
